新奥尔良选民表决市宪章第6-103条修正案：超预算支出须先修预算条例
2026年11月3日，位于路易斯安那州奥尔良堂区的新奥尔良市选民在投票日表决一项市宪章修正案，提议修改市宪章第6-103条，禁止任何部门在某一拨款类别上的支出超过该财政年度的拨款额，除非市议会已先通过并批准相应的预算条例修正案；修正案还要求市政府每月向市议会报告支出情况，以便议会监督各部门支出与批准预算保持一致。
该提案由市议会于2025年10月29日通过条例安排在2026年11月3日选举中表决，投票时间为早上7时至晚上8时。同一张选票上还有联邦参议员、联邦众议员、州公共服务委员、州中小学教育委员、地方多名法官职位以及10项路易斯安那州宪法修正案。
New Orleans Voters Decide Charter Amendment 6-103: Overspending Would Require a Budget Ordinance First
On November 3, 2026, voters in New Orleans, in Louisiana's Orleans Parish, decided a city charter amendment proposing to revise Section 6-103 of the Home Rule Charter. The amendment would prohibit any department from spending beyond the amount appropriated for a funding category in that fiscal year unless the City Council has first adopted and approved an amendment to the operating budget ordinance, and it would require the city to report expenditures to the council monthly so the council can monitor whether departmental spending stays in line with the approved budget.
The council placed the proposal on the November 3, 2026 ballot by ordinance on October 29, 2025, with voting from 7 a.m. to 8 p.m. The same ballot also included a U.S. senator, U.S. House members, a state public service commissioner, state board of elementary and secondary education members, several local judgeships and 10 Louisiana constitutional amendments.
