美国首都华盛顿特区选民11月3日除选出市长、国会代表、总检察长和多名市议员外，还对一项选票倡议进行表决。倡议第86号提案拟禁止强饲鸟类的做法，并禁止销售以强饲方式生产的鹅肝等产品；这种做法常用于鹅肝生产。特区投票站当天从早上7时开放至晚上8时，晚上8时前排队的选民仍可投票。

D.C. Voters Decide Initiative 86 to Ban Force-Feeding for Foie Gras
WASHINGTON — District of Columbia voters on November 3 weighed in on a ballot initiative alongside races for mayor, congressional delegate, attorney general and several council seats. Initiative 86 would ban the force-feeding of birds and prohibit the sale of products, such as foie gras, produced by that practice. District polling places were open from 7 a.m. to 8 p.m., and voters in line by 8 p.m. could still cast ballots.
In the mayor's race, Democrat Janeese Lewis George, who won the June primary, is favored to succeed Mayor Muriel Bowser, who is not seeking re-election; her opponents include D.C. Statehood Green Party candidate Robert Gross and independent Rhonda Hamilton. In the delegate race, Democrat Robert White resigned his council seat on November 2 to run for the post, and Attorney General Brian Schwalb is seeking re-election.
The D.C. Board of Elections began counting after polls closed and will continue to count eligible mail ballots received through November 13. Mail ballots must be postmarked by November 3 and received by November 13 to count, with certification of official results expected in early December. As of election night, the Associated Press had not called the outcome of Initiative 86.
