California Community College Retention: 32% of Fall 2024 Students Did Not Return in Spring, One in Three Lost After One Term

CALIFORNIA, November 2 — One in three California community college students who take courses in the fall do not return the following spring, and fewer than half persist in their studies for three consecutive semesters. Over the last decade, community colleges' retention rates have not significantly improved, while the number of Californians with some college experience but no degree has continued to grow as California has pushed to enroll more students in higher education.

According to EdSource on November 2, 2026, the data come from the California Community Colleges Chancellor's Office and the National Student Clearinghouse Research Center: 32% of California community college students enrolled in fall 2024 did not return for the spring 2025 term. Community college officials say the low retention rate — the share of students who continue their education from one term to the next — reflects the makeup of their student population: most students attend part time, making them less likely to persist, while others enroll to gain new skills rather than to earn an associate's degree.

The age gap is wide: 25% of students age 24 or younger did not return from fall to spring, while among students 25 and older the share was much higher, about 41%. By race and ethnicity, among groups with more than 10,000 students, Black students had the highest non-return rate at 37%, compared with 33% of white students and 28% of Asian students. John Hetts, executive vice chancellor of the analytics team in the California Community Colleges Chancellor's Office, said: "The barrier to entry is very low, which is exceptional, but it also means the commitment that you have to have to enter is also lower. They don't have as much skin in the game."

Retention rates at California's four-year public university systems are higher. Olga Rodriguez, director of the Public Policy Institute of California's Higher Education Center, said community college students are more likely than four-year students to be parents and to work while attending college, and those additional responsibilities can interrupt their education. Joshua Hagen, vice president of policy and advocacy at Campaign for College Opportunity, said students who invest in postsecondary education but do not earn a credential miss out on the full financial benefits of a college degree. Michal Kurlaender, a UC Davis professor of education policy, said even some college education, without a degree, can provide financial benefits to workers; even so, Kurlaender and Hagen emphasized that California colleges and universities must do more to retain students if the state hopes to reach its goal of having 70% of Californians earn a postsecondary credential by 2030.
