朝鲜：朝中社称美韩「铁锤」演习是核战争预演 官员称将加速强化核威慑
朝鲜官方通讯社朝中社11月2日报道，朝鲜方面当天表示，美国与韩国近期举行的联合军事演习是针对朝鲜的核战争预演，并誓言加速强化其核威慑力量。
劳动党中央委员会副部长金正植说，「铁锤」（Iron Mace）演习表明美国用核武器扼杀朝鲜的野心没有改变，这类威胁与日俱增。他说，「铁锤」演习与美韩其他联合军事活动凸显朝鲜有必要以更快速度加强核力量。据韩国军方介绍，美韩于9月29日至10月2日举行「铁锤」演习，目的是把美国的核能力与韩国的常规力量整合。
分析人士说，金正植是负责朝鲜核与导弹开发生产的关键官员，由他发表阐述国家核政策的声明并不寻常，这类角色通常由国防或外交部门承担。韩国朝鲜大学院大学名誉教授杨武晋说，金正植的角色可能正在从导弹开发生产扩展到核与导弹政策。
两韩紧张关系在9月边境地雷爆炸后升级，朝鲜随后威胁在10月底前恢复对南扩音器宣传广播。韩国军方11月2日表示，目前尚无平壤已兑现这一威胁的确认迹象。
North Korea: KCNA Calls US-South Korea Iron Mace Drill a Nuclear War Rehearsal, Official Vows Faster Nuclear Build-Up
North Korea said on Monday, November 2, that a recent US-South Korean joint military exercise was a nuclear war rehearsal targeting the country and vowed to accelerate efforts to strengthen its nuclear deterrent, according to state media KCNA.
Kim Jong Sik, a deputy department director in the ruling Workers' Party, said the Iron Mace exercise showed the United States remained unchanged in its wild ambition to stifle North Korea with nukes and that such threats were escalating with each passing day. He said Iron Mace and other joint military activities by Washington and Seoul underscored the need for North Korea to bolster its nuclear forces at a faster pace. The United States and South Korea held Iron Mace, an exercise aimed at integrating US nuclear capabilities with South Korean conventional forces, from September 29 to October 2, according to Seoul's military.
Analysts said it was unusual for Kim, a key official overseeing North Korea's nuclear and missile development and production, to issue a statement setting out the country's nuclear policy, a role more commonly taken by the defence or foreign ministry. Yang Moo-jin, a professor emeritus at the University of North Korean Studies, said Kim's role could be expanding beyond the development and production of missiles to include nuclear and missile policy.
Tensions have escalated between the two Koreas after a border mine explosion in September, with North Korea subsequently threatening to resume loudspeaker propaganda broadcasts toward the South by the end of October. South Korea's military said on Monday, however, there were no confirmed indications yet that Pyongyang had followed through on the threat.
