亚利桑那州皮马县图森市，国家气象局10月30日发布洪水预警，图森都会区及亚利桑那州东南部大部将于10月31日晚11时至11月2日晨5时面临过量降雨引发洪水的可能，万圣节周末出行居民需留意路况与河道水位。
预警覆盖马里科帕、亚瓦派、科科尼诺、纳瓦霍、阿帕奇、希拉、皮纳尔、皮马、圣克鲁斯、格雷厄姆、格林利各县及科奇斯县西部。
10月30日当天，低压槽带来的雨水已再次覆盖凤凰城地区，凤凰城都会区多地雨量超过半英寸，外围个别雨量计录得1英寸以上，北部山麓与高地雨量最高可达1.25英寸，晚高峰时段新一轮雷阵雨还一度降低北谷地区能见度。
气象部门指出，地面经10月30日降雨后已饱和，周末新增雨水多将形成径流，低洼路段、河道与干涸冲沟风险上升。

Flood Watch Issued for Tucson Metro and Southeastern Arizona from Late October 31 Through Early November 2
Tucson, Pima County, Arizona — The National Weather Service on October 30 issued a flood watch for the Tucson metro area and most of southeastern Arizona, where excessive rainfall could cause flooding from 11 p.m. on October 31 to 5 a.m. on November 2. Residents traveling over the Halloween weekend should watch road conditions and water levels.
The watch covers Maricopa, Yavapai, Coconino, Navajo, Apache, Gila, Pinal, Pima, Santa Cruz, Graham and Greenlee counties and western Cochise County.
On October 30, rain from a Pacific low-pressure trough spread across the Phoenix area again, with totals past half an inch in many parts of the Valley and an inch or more at some outlying gauges; the northern foothills and higher terrain could see up to 1.25 inches. A new round of storms during the evening rush hour reduced visibility in parts of the north Valley.
Forecasters noted that the ground is already saturated from the October 30 rain, so additional weekend rain will largely run off, raising risks on low-lying roads, washes and dry creek beds.
