佛蒙特州：州长斯科特与加拿大新斯科舍省签三年清洁能源合作备忘录，探索海上风电输往新英格兰
佛蒙特州州长菲尔·斯科特（Phil Scott）与加拿大新斯科舍省省长蒂姆·休斯顿（Tim Houston）10月28日签署一份为期三年的合作备忘录（MOU），佛蒙特州与新斯科舍省将在清洁能源开发、海上风电、电力输电规划与区域电网一体化等方面展开合作；备忘录期满后可再续三年。
双方将共享信息与规划经验，并探索把新斯科舍省的海上风电电力输送到新英格兰地区的路径。佛蒙特州一侧的关键节点是位于富兰克林县海格特（Highgate）的海格特换流站——这座高压直流输电站连接着新英格兰电网与加拿大电网。
斯科特说：「佛蒙特是一个小州，单凭自己无法生产充足、可负担、清洁又可靠的能源，这正是区域伙伴关系对实现我们的目标至关重要的原因。」休斯顿表示，新斯科舍拥有「世界上最好的海上风电资源之一」，这项合作支持该省的「向西送风」（Wind West）愿景，把海上风电发展为可向外输送的清洁电力。
Vermont: Governor Scott Signs Three-Year Clean Energy Agreement With Nova Scotia
Vermont Gov. Phil Scott and Nova Scotia Premier Tim Houston signed a three-year memorandum of understanding on October 28 for collaboration on clean energy development, offshore wind, electricity transmission planning, regional grid integration and information sharing, with an option to renew for another three years.
The agreement explores delivering Nova Scotia's offshore wind power to New England. On the Vermont side, a key link is the Highgate Converter, the high-voltage direct current station in Highgate, Franklin County, that connects the New England and Canadian grids.
"As a small state, we can't generate affordable, clean and reliable energy alone, which is why regional partnerships are critical to reaching our goals," Scott said. Houston said Nova Scotia has "one of the best offshore wind resources in the world," and that the agreement supports the province's Wind West vision of developing offshore wind as exportable clean power.
