North Carolina: Governor Stein Announces Finance Services Company to Invest $11.5 Million in Charlotte Expansion

Gov. Josh Stein announced in Raleigh on October 27 that The Clearing House Payments Company L.L.C., a financial services provider, will add 200 jobs in Mecklenburg County, North Carolina, investing $11.5 million to expand its operations to Charlotte.

Founded in 1853, The Clearing House is one of the nation's most experienced payments companies and banking associations, operating critical U.S. payment infrastructure that clears and settles more than $2 trillion each business day through wire, ACH, real-time payment and check-image exchange services. Its Charlotte expansion will establish a modern, secure and flexible presence supporting the company's long-term growth, client engagement, operational resilience and employee experience.

The new positions will pay an average annual salary of $162,322, well above the Mecklenburg County average of $90,706, creating a potential annual payroll impact of more than $32.4 million. The project is supported by a Job Development Investment Grant (JDIG) approved by the state's Economic Investment Committee the same day: over its 12-year term, the project is estimated to grow the state economy by $1.3 billion, and the agreement authorizes potential reimbursement of up to $2,430,000, paid only after annual performance verification by the departments of Commerce and Revenue. The project's projected return on public dollars is 282 percent, or $3.82 in state revenue for every dollar of potential cost. Because the site is in Tier 3 Mecklenburg County, the agreement also moves as much as $810,000 into the state's Industrial Development Fund, Utility Account, which helps rural communities finance infrastructure upgrades.

"Charlotte is the second-largest financial center in the nation," Stein said. "The Clearing House can capitalize on our state's top-ranked business climate and top-tier talent that support the growing financial services ecosystem of our state." President and CEO David Watson said Charlotte's deep talent pool and strong financial services community make it an ideal location. Commerce Secretary Lee Lilley called North Carolina a national hub for finance and fintech, and state Sen. Caleb Theodros and state Rep. Becky Carney welcomed the investment.
