联合国索马里政治特派团10月31日结束运作：职能移交索马里机构与联合国各机构，三十年特派团历史落幕
联合国秘书长发言人办公室10月26日在纽约宣布，联合国索马里过渡援助团（UNTMIS）将按其两年过渡安排于10月31日结束运作，其授权职能移交索马里联邦政府机构以及联合国各机构、基金与方案；此举依据安理会第2753（2024）号与第2809（2025）号决议，并应索马里联邦政府的要求。
移交仪式10月26日在索马里首都摩加迪沙举行，由特派团代理负责人 Raisedon Zenenga 与索马里副总理 Salah Ahmed Jama 共同主持。一个联合技术委员会此前监督了职能向索马里机构、由驻地协调员兼人道主义协调员 George Conway 领导的联合国国家工作队，以及联合国索马里支助办公室（UNSOS）的移交。

UN Political Mission in Somalia Ends on October 31 After Three Decades, Handing Over to Somali Institutions and UN Agencies
The Office of the Spokesperson for the UN Secretary-General announced in New York on October 26 that the UN Transitional Assistance Mission in Somalia (UNTMIS) will complete its two-year transition and cease operations on October 31, 2026, transferring its mandated functions to Somali institutions and to UN agencies, funds and programmes. The closure follows Security Council resolutions 2753 (2024) and 2809 (2025) and was requested by the Federal Government of Somalia.
A handover ceremony was held in Mogadishu on October 26, led by Officer-in-Charge Raisedon Zenenga and Deputy Prime Minister Salah Ahmed Jama. A joint technical committee oversaw the transfer of functions to Somali institutions, the UN country team led by Resident and Humanitarian Coordinator George Conway, and the UN Support Office in Somalia (UNSOS).
The Secretary-General commended Somalia's progress and said the United Nations will continue supporting the country through its resident agencies, together with the African Union and other partners. UNTMIS began on November 1, 2024, replacing the UN Assistance Mission in Somalia (UNSOM), which had operated since 2013 and itself succeeded the UN Political Office for Somalia, established in 1995. The closure ends three decades of UN special political missions in Somalia.
The UN said support to Somalia will continue through its agencies, funds and programmes under the Resident Coordinator's office after the mission closes.
