新西兰新增先锋预备特许学校：奥克兰北岸2027年开学，以军事风气办七至十年级教育
新西兰联合教育部长 David Seymour 10月28日在惠灵顿宣布，一所新的特许学校 Vanguard Prep School 将于2027年第一学期在奥克兰北岸开学，招收七至十年级学生，以军事风气为办学特色，为新西兰学生提供多一个教育选择。
Seymour 说：「Vanguard Prep 将借鉴 Vanguard Military School 行之有效的做法，把军事风气带进七至十年级的教育。清晨列队；小班授课，聚焦读写、数学与核心科目；下午则进行体能训练与团队挑战，并强调品格与自律。」他说，该校灵感来自英国与美国的预备学校传统，把结构、野心与品格发展带给更年幼的学生。
按教育部公布的安排，该校由 Vanguard Military School 的原班团队运营；这所军校曾是上一轮特许学校计划下的特许学校，后被工党政府关闭。Vanguard Prep 的每名学生将编入约20人的小队，由一名专职教师带领并负责其全面发展。
新西兰政府表示，特许学校的资助标准与公立学校相同，但换取更大的灵活性与更严格的问责；其学业标准高于公立学校，且须接受独立评估。Seymour 说，新学校给家长多一个选择，也给那些在常规课堂里跟不上的学生一个结构清晰、标准明确的环境。
New Vanguard Prep Charter School to Open on Auckland's North Shore in 2027 With a Military Ethos
New Zealand's Associate Education Minister David Seymour announced in Wellington on October 28 that a new charter school, Vanguard Prep School, will open on Auckland's North Shore in Term 1, 2027, offering students in Years 7 to 10 an education with a military ethos.
'Vanguard Prep will take inspiration from the proven Vanguard Military School model and bring a military ethos to education for Years 7 to 10,' Seymour said. 'Morning parade. Small classes focused on literacy, numeracy and core subjects. Afternoons of physical training and team challenges. And an emphasis on character and self-discipline.' He said the school draws on the British and American preparatory school tradition, bringing structure, ambition and character development to younger students.
The school will be run by the team behind Vanguard Military School, a charter school under the previous charter programme that was shut down by the Labour government. Each student at Vanguard Prep will be placed in a section of around 20, led by a dedicated teacher responsible for their overall development.
The government says charter schools follow a simple formula: the same funding as state schools, greater flexibility, and stricter accountability, with academic standards set higher than in state schools and performance independently assessed. Seymour said the new school gives parents another choice, and gives students who struggle in conventional classrooms a structured environment with clear expectations.
