日本对中国与台湾含镍冷轧不锈钢征收最终反倾销税：税率3.6%至42.1%，10月31日起实施五年
日本财务省10月27日在东京宣布，日本内阁已通过政令，决定对原产于中国和台湾地区的含镍冷轧不锈钢卷、板和带征收最终反倾销税，税率与临时税率相同，为3.6%至42.1%；政令将于10月30日公布，征税期为2026年10月31日至2031年10月30日，为期五年。
财务省表示，该决定源于日本企业提出的征税申请。财务省与经济产业省自2025年7月22日起展开调查，确认存在倾销进口及对日本国内产业造成实质损害的事实，认定有必要保护国内产业，并已自2026年7月9日起先行征收同税率的临时反倾销税。关税等审议会10月19日报告称，征收最终反倾销税是适当的。
涉案产品为铬含量10.5%以上、镍含量0.6%以上的合金钢，兼具耐腐蚀性与钢材功能性，广泛用于餐具等日用品和列车车厢等工业产品。财务省说明，反倾销税是为保护国内产业、对以低于正常价值的价格出口的进口商品加征的关税，其幅度不超过倾销差价，这一措施为世贸组织协定所允许。
财务省在公告中注明，本次征税范围不包括香港和澳门地区。涉案产品的界定以财务省与经济产业省的调查公告为准。
Japan Imposes Definitive Anti-Dumping Duties of 3.6% to 42.1% on Stainless Steel from China and Taiwan for Five Years
Japan's Ministry of Finance announced in Tokyo on October 27 that the Cabinet has enacted an order imposing definitive anti-dumping duties on nickel-added cold-rolled stainless steel coil, sheet and strip originating in or exported from China and Taiwan, at rates of 3.6% to 42.1%, the same as the provisional rates. The order will be made public on October 30, and the duties will apply from October 31, 2026 to October 30, 2031, a period of five years.
The ministry said the decision followed an application by Japanese industry. The Ministry of Finance and the Ministry of Economy, Trade and Industry have investigated since July 22, 2025, and confirmed both the importation of dumped products and material injury to the domestic industry, finding it necessary to protect that industry. Provisional duties at the same rates have been in place since July 9, 2026. On October 19, the Council on Customs, Tariff, Foreign Exchange and Other Transactions reported that imposing definitive duties was appropriate.
The product concerned is an alloy steel containing 10.5% or more chromium and more than 0.6% nickel, combining corrosion resistance with the functionality of steel, and used in fields ranging from tableware and other daily goods to railway carriages and other industrial products. The ministry says anti-dumping duties are additional customs duties, capped at the dumping margin, imposed to protect domestic industries against imports sold below normal value, and are permitted under the WTO Agreements.
The ministry noted that the measure excludes the Hong Kong and Macao regions. The product scope follows the investigation notices issued by the two ministries.
