Dallas Mayor Johnson Sets Out Agenda Prioritizing Public Safety, Tax Discipline and Core Services
Dallas Mayor Eric Johnson, in Dallas, Dallas County, Texas, released his governing agenda through the mayor's office on October 20, naming public safety, tax discipline and core city services as his three priorities and saying City Hall should get back to doing the basics well. The City of Dallas runs an annual budget of about $5 billion with roughly 15,000 employees serving about 1.3 million residents.
On public safety, Johnson proposed continuing to close police staffing gaps, sustaining the recent decline in crime, and handling homelessness together with public safety: protecting order on the streets while giving people sleeping outside a path to shelter and housing. The mayor's office said police recruiting and retention remain the city's top personnel priority.
On fiscal policy, Johnson argued for holding the line on the tax rate as the City Council considers the budget, opposing property tax increases as the default balancing tool and directing departments to solve problems through efficiency and prioritization first. On basic services, the agenda names street maintenance, parks, libraries and 311 response, saying these unglamorous services are what residents grade City Hall on every day.
Dallas operates under a council-manager system, so the mayor's agenda must be carried out with the City Council and the city manager. Johnson said he will work through the priorities with the Council item by item in the coming budget and legislative calendar, with Council committees taking up related funding and ordinance items in the weeks ahead.
