加州检察长办公室10月27日宣布，加州检察长 Rob Bonta 已与圣贝纳迪诺县警局达成和解：曾在未满18岁时被该县警局通过学生传票计划 CleanSWEEP 开出传票的学生，可申请撤销传票并退还已缴纳的罚款与费用，索赔申请须在2027年4月18日前提交县警局。
据检察长办公室介绍，县警局自1997年起实施 CleanSWEEP 计划，由警员向学生开出传票，涉及逃学、扰乱秩序、持有烟草或酒精、涂鸦等行为，部分学生因此面临高额罚款，且受保护学生群体受到不成比例的影响。加州司法部2022年启动调查后不久，县警局暂停该计划，并于2024年1月在全县终止。
“所有学生都应享有以学习为中心校园环境，而不是把青少年刑事化的环境，”Bonta 说，“我办公室历经数年的调查发现，圣贝纳迪诺县的 CleanSWEEP 计划非法向学生开出传票，有时导致高额罚款，并对受保护学生群体造成不利影响。”他表示，和解后各方已同意永久终止该计划，他鼓励符合条件者提出索赔。

California AG Bonta Announces Reimbursement Process for Students Unlawfully Cited Under San Bernardino County's CleanSWEEP Program
California Attorney General Rob Bonta announced on Oct. 27 that, under his office's settlement with the San Bernardino County Sheriff's Department, students who were cited under the department's CleanSWEEP student citation program while under the age of 18 may be eligible for dismissal of the citation and reimbursement of related fines and fees, with claims to be submitted to the Sheriff's Department by April 18, 2027.
According to the Attorney General's office, the Sheriff's Department ran CleanSWEEP from 1997, issuing citations to students for offenses such as truancy, disturbing the peace, tobacco or alcohol possession, and graffiti; at times the citations led to steep fines and adversely impacted protected student groups. Shortly after the California Department of Justice began its investigation in 2022, the department suspended CleanSWEEP, and it terminated the program countywide in January 2024.
“All students deserve school environments centered on their learning, not environments that criminalize youth,” said Attorney General Bonta. “During a years-long investigation, my office found San Bernardino County's CleanSWEEP program unlawfully issued citations to students that at times led to steep fines and resulted in adverse impacts against protected student groups.” He said the parties agreed to permanently terminate the program and encouraged eligible people to submit a claim.
Eligibility covers those cited by the San Bernardino County Sheriff's Department while under 18 for the offenses listed in the settlement who paid fines and fees or have matters pending. Claims coordinator: [email protected], 909-387-3406. Deadline: April 18, 2027.
