St. Louis Closes Out Phase 1 of Tornado-Zone Emergency Demolitions: More Than 700 Buildings, Phase 2 to Start in Early 2027
In St. Louis, Missouri, an independent city, the City's Recovery Office announced on October 27 the close-out of Phase 1 emergency demolitions in the North St. Louis neighborhoods hit by the May 16, 2025 tornado: Phase 1 will complete more than 700 demolitions, roughly 45 to 50 percent of the estimated 1,400 to 1,600 demolitions needed across the tornado zone.
Of the Phase 1 total, about 430 demolitions are privately owned properties and more than 270 are publicly owned properties held by the Land Reutilization Authority (LRA). Work began in 2025 and accelerated sharply in March 2026: in May 2026 fewer than 100 demolitions had been completed, the count now stands above 560, and it will pass 700 by the end of Phase 1. 'When the tornado hit, families were living next to buildings that could come down at any moment,' Mayor Cara Spencer said. 'Phase 1 was about making every block safe. We will finish that work in Phase 2 as we begin to shift our focus to rebuilding.'
Phase 1 was funded by more than $30 million from city, state and federal sources: $11 million in city and local funds ($7 million in Rams settlement funds under Board Bill 22, $3 million in General Revenue through the Building Division, and $1 million in MSD demolition funds), $10 million from the State of Missouri under Senate Bill 1, and an estimated $12 million in federal funds ($6 million in ARPA funds administered through the LRA and $6 million in FEMA-funded demolition). The city noted that 70 to 75 percent of the properties in the demolition pipeline were already vacant or condemned before the tornado, reflecting decades of disinvestment.
Demolition work will largely pause in December except for emergencies, and Phase 2, covering the remaining emergency, corridor and owner-requested demolitions, is planned to begin in early 2027; Phase 3 will tie demolitions to neighborhood rebuilding. The city estimates a further $40 to $45 million is needed for the full scope, and resident-led neighborhood plans are to be completed and adopted by early 2027. Chief Recovery Officer Julian Nicks and St. Louis Development Corporation President and CEO Stephen Westbrooks both pledged to carry the three-level partnership into the next phases. Residents can track progress at stlrecovers.com, or visit the Recovery Office outreach center at 4401 Natural Bridge Avenue, Monday through Friday, 10 a.m. to 3 p.m.; the Resident Support Team can be reached at 314-207-7395.
