STREETS(Safety Through Recovery, Engagement and Evidence-based Treatment and Supports)。

HHS Secretary Kennedy Visits Detroit to Promote $12 Million STREETS Addiction Recovery Program

DETROIT, Wayne County, Michigan — US Health and Human Services Secretary Robert F. Kennedy Jr. visited the Detroit Wayne Integrated Health Network (DWIHN) on the afternoon of October 27 to promote STREETS (Safety Through Recovery, Engagement and Evidence-based Treatment and Supports), a new federal addiction program. The program grants $12 million to the Detroit Health Department, part of which will be subgranted to DWIHN.

STREETS is designed to build a continuous chain of services: beginning at a person's first contact with law enforcement, then detox, 28 days of treatment, and then sober housing and employment support. During the visit, Kennedy spoke of "redemption and recovery" and described people experiencing homelessness and those with mental health or substance use disorders as "the poorest, loneliest, most disconnected, most shattered" population. DWIHN's leadership said the specific allocation of the $12 million is still being analyzed and has not been announced.

Separately, according to the Detroit Free Press, remarks Kennedy made about Muslims and Arabs at a campaign event in Grand Rapids the previous day (October 26) drew widespread criticism; The New York Times said his claim that Muslims and Arabs no longer produce literature is false. An HHS spokesperson responded regarding Kennedy's Detroit remarks, saying they reflect his decades of addiction work and his own recovery experience; HHS offered no further comment on the Grand Rapids remarks.
