Florida Woman Hang Kim Thi Ngo Pleads Guilty in $9.1 Million Nail Technician Licensing Scheme, Faces Up to 35 Years

Huntington, Cabell County, West Virginia — Hang Kim Thi Ngo, 42, of Windermere, Florida, pleaded guilty on October 26 to identity theft and money laundering, admitting she ran a multi-state nail technician licensing fraud from October 2020 through September 2025 that amassed $9,110,920.84 in illegal proceeds, the U.S. Attorney's Office for the Southern District of West Virginia announced. She is scheduled to be sentenced on February 22, 2027, and faces a maximum penalty of 35 years in prison.

According to court documents and statements made in court, Ngo obtained fraudulent documents that allowed unqualified applicants to become licensed nail technicians in West Virginia and other states, charging fees based on which falsified documents were needed and using applicants' Social Security numbers and driver's license information. She mostly dealt with middlemen, usually employers, who paid her and commonly required applicants to work off the debt in their nail salons.

A West Virginia license was central to the scheme: the state has among the most stringent requirements in the country — a high school diploma or GED, a diploma from an accredited beauty school and a medical evaluation certificate — making its license more valuable because it eases licensure in other states through reciprocity, and Ngo charged up to $3,500 for the full package of documents. She obtained falsified diplomas and transcripts from real Florida beauty schools, first secured a Florida license for an applicant, then used reciprocity to apply for a West Virginia license; co-conspirators supplied false medical certificates, and her accountant, a notary public, provided false notary acknowledgments for a fee.

Ngo admitted the $9.11 million was her sole source of revenue and that she had no legitimate employment. She used the proceeds toward a $3.2 million commercial building in Winchester, Virginia, with a $640,000 cash down payment, her $1.95 million Windermere home and two Orlando homes. She also admitted laundering $20,000 by writing her husband a check from CEJ Trading LLC, a front consulting business she created on or about October 7, 2022. At sentencing she also faces up to three years of supervised release and a fine of up to $750,000, and must forfeit $9,110,920.84.

United States Attorney Moore Capito announced the plea. The case was investigated by IRS Criminal Investigation (IRS-CI), Homeland Security Investigations (HSI) and the West Virginia Commission on Special Investigations. United States District Judge Robert C. Chambers presided, Assistant United States Attorney Jonathan T. Storage is prosecuting, and the case number is 3:26-cr-117.
