North Carolina Teacher Licensing Overhaul Sparks Debate: Panel Leans Toward Replacing Licensing Exam with Student Growth Measures
A North Carolina state board of education work group rewriting the state's teacher licensing system is leaning toward allowing teachers to earn a full license without passing the state licensing exam, using instead students' growth on state tests or a strong evaluation from a principal as the basis.
According to an October 25 report by the Carolina Journal, the Licensure and Advancement work group held its first in-person meeting on October 20 at the state Department of Public Instruction to discuss the proposal. The licensing exam is the final hurdle new teachers must clear before receiving a full license valid statewide. Data presented by the department at the meeting also showed that the state's largest group of new teachers currently enters the classroom on a one-year temporary license, requiring only a bachelor's degree and a small amount of university coursework.
The report noted that the licensing debate also touches on accountability, the integrity of test scores, and the state's future workforce. Critics worry that loosening exam requirements could hurt teaching quality, while supporters argue that student growth data better reflects a teacher's actual classroom effectiveness. The work group's plan is still under discussion and no final decision has been made; how to balance teacher supply with teaching quality will remain a focus for North Carolina's education community.
