Former Senator Tester promotes the 'Montana Plan' in October 25 essay to curb corporate campaign money through state law
On October 25, former Senator Jon Tester, who represented Montana in the U.S. Senate for 18 years, published an essay promoting the 'Montana Plan,' which goes before Montana voters this fall. The novel state ballot initiative argues that because state government has always had the authority to define corporate powers — and to change them — it can redefine those powers to drive corporate money out of political speech. Tester wrote that one of his greatest frustrations in the Senate was watching corporate money pour in and poison political debate while Washington proved unable and unwilling to repair the damage from the Supreme Court's 2010 Citizens United decision, which, on free-speech grounds, allowed corporations and unions to spend without limit on independent election spending. Tester said the 'quiet revolution' beginning in the states might ultimately solve the corporate-money problem, and that his home state of Montana is leading the way. The initiative will be decided by voters on November 3.
