王毅会见联合国难民署高级专员萨利赫：愿以全球治理倡议为指引开拓合作新前景
10月23日，中共中央政治局委员、外交部长王毅在河北雄安新区会见来华出席2026全球治理论坛的联合国难民署高级专员巴勒姆·萨利赫。中国外交部于10月25日发布会见消息。
王毅表示，难民问题与全球治理密切相关，习近平主席提出的全球治理倡议为国际社会携手应对难民挑战提供了指引。中国高度重视难民署的地位和作用，愿同难民署开展更密切的合作。王毅说，中国认为和平对终结难民危机至关重要，中方竭力推动全球热点问题解决，积极参加联合国维和行动；发展是改善难民境遇的基础，中国已向发展中国家、特别是最不发达国家提供大量人道主义援助和发展支持，为从根源上解决难民问题创造条件；改善难民治理的关键在于国际合作，中方欢迎并支持难民署在全球难民治理中发挥引领作用，愿同难民署共同探索解决主要难民来源国问题的有效办法。
王毅指出，中国的发展意味着世界和平力量的加强和稳定因素的增强。中国愿以全球治理倡议为指引，同难民署开拓合作新前景，为国际人道主义事业作出更大贡献。
萨利赫感谢中国长期坚定支持联合国事业和难民署的工作。他表示，中国是国际舞台上备受尊重的大国，长期在维和、国际调解和促进发展方面发挥重要作用。在全球被迫流离失所人数创历史新高、冲突与暴力形势令人担忧的背景下，同中国密切合作对难民署应对挑战至关重要。难民署期待与中国建立密切伙伴关系，开展以人为本的合作，在全球治理倡议框架下共同应对难民挑战。

Wang Yi Meets U.N. High Commissioner for Refugees Barham Salih in Xiong'an
XIONG'AN, Hebei — Chinese Foreign Minister Wang Yi met on October 23 with U.N. High Commissioner for Refugees Barham Salih, who was in China to attend the 2026 Global Governance Forum (Xiong'an), according to a release issued by China's Ministry of Foreign Affairs on October 25.
Wang, also a member of the Political Bureau of the CPC Central Committee, stated that the refugee issue is closely linked to global governance, and that the Global Governance Initiative (GGI) put forward by President Xi Jinping offers guidance for the international community to join hands in addressing the refugee challenge. China attaches great importance to the status and role of UNHCR and stands ready to cooperate more closely with it, he said. China believes peace is of primary importance for ending the refugee crisis, does its utmost to advance the settlement of global hotspot issues and takes an active part in U.N. peacekeeping operations. Development is the foundation for improving the conditions of refugees, and China has provided a large amount of humanitarian assistance and support to developing countries, especially the least developed countries, creating conditions for addressing the refugee issue at its root. Improving refugee governance hinges on international cooperation, and China welcomes and supports UNHCR in playing a leading role in global refugee governance.
Wang noted that China's development means a strengthening of the forces for peace and an enhancement of the factors for stability in the world. China stands ready to take the GGI as a guide, open up new prospects for cooperation with UNHCR, and work together to make greater contributions to the international humanitarian cause.
Salih thanked China for its long-term and firm support for the cause of the United Nations and the work of UNHCR. He stated that China is a great country that commands considerable respect on the international stage and has long played an important role in peacekeeping, international mediation and promoting development. With the number of forcibly displaced people worldwide reaching a record high, closer cooperation with China is vital for UNHCR, he said, adding that UNHCR looks forward to building a close partnership with China and jointly addressing the refugee challenge under the framework of the GGI.
