英国设立全球首个AI生物安全实验室：政府出资1亿英镑，OpenAI与Anthropic再承诺最高2亿英镑

伦敦——英国政府10月24日宣布，将设立AI生物安全实验室（AI Biosecurity Lab，简称AIBL），称其为全球首个专门的AI生物安全机构。实验室由英国政府出资1亿英镑设立，OpenAI与Anthropic两家前沿AI公司承诺提供最高2亿英镑的模型使用额度与技术支持，政府资金与公司承诺合计最高3亿英镑。实验室将作为独立的非营利机构运作，初期任务是更早发现新兴生物威胁，并加速疫苗、治疗药物与其他医疗对策的发现、开发与测试。
据英国政府公告，OpenAI将提供1亿英镑的算力与模型额度，并通过其“罗莎琳德生物防御”（Rosalind Biodefense）计划，让实验室获得其最强相关模型的可信访问；Anthropic将提供最高1亿英镑的模型额度、可信模型访问与专门技术支持。实验室还将与Google DeepMind的科学家及英国AI生命科学公司Basecamp Research开展研究合作，并与英国卫生安全局、动植物卫生局、国防科技实验室协作，与药品与保健品监管局合作 ，为卫生应急做准备并为AI设计药物的监管提供参考。英国AI部长卡尼什卡·纳拉扬称，实验室是“一所重要的全新全球机构”，汇聚世界领先的科学专长，帮助英国防范新兴生物威胁。

UK Establishes 'World-First' AI Biosecurity Lab With £100 Million Government Funding and Up to £200 Million From OpenAI and Anthropic
LONDON — The UK government announced on October 24 that it will establish an AI Biosecurity Lab
(AIBL), described as the world's first dedicated AI biosecurity organisation. The lab is backed by £100 million of government funding and up to £200 million in company commitments from OpenAI and Anthropic, for up to £300 million in total. It will operate as an independent, non-profit organisation, with initial delivery focused on detecting emerging biological threats earlier and accelerating the discovery, development and testing of vaccines, treatments and other medical countermeasures.
Under the announcement, OpenAI will provide £100 million in compute and model credits and trusted access to its most capable relevant models through its Rosalind Biodefense programme; Anthropic will provide up to £100 million in model credits, trusted model access and dedicated technical support. The lab will also partner with Google DeepMind scientists and UK AI life-sciences company Basecamp Research on research collaborations and AI-for-science tools, and work with the UK Health Security Agency, the Animal and Plant Health Agency and the Defence Science and Technology Laboratory, as well as the Medicines and Healthcare products Regulatory Agency, to prepare for health emergencies and inform the regulation of AI-designed medicines. AI minister Kanishka Narayan described the lab as "a major new global institution bringing together world-leading scientific expertise" to protect people from emerging biological threats.
According to the BBC, the lab anchors a wider package of AI-safety and cyber spending: the Budget will also commit an additional £120 million to the UK's AI Security Institute and £60 million to a "National Cyber Shield" using agentic AI to boost cyber-defences. The lab itself is still being set up, not yet running, and no delivery timeline or governance structure has been announced.
