After Map Ruled Unconstitutional, Louisiana's U.S. House Elections Rescheduled: Nov. 3 Open Primary, Dec. 12 Runoff
According to an Oct. 24 report in the Shreveport Times, Louisiana will hold an open primary for its six U.S. House seats on Nov. 3, with the top candidates advancing to a Dec. 12 runoff. The congressional party primaries originally set for May 16, with a second round on June 27, were canceled after the Supreme Court ruled the state's congressional map unconstitutional. After the 2020 census, Louisiana initially drew a map with only one Black-majority district; the map was challenged by plaintiffs who argued it violated Section 2 of the Voting Rights Act by diluting Black voters' strength. On April 29, the Supreme Court held Louisiana's map unconstitutional and ordered the state to add a second Black-majority congressional district; the legislature then adopted a new map in which the second Black-majority district links far-flung Black communities across the state. On April 30, Gov. Jeff Landry issued an executive order suspending Louisiana's closed party primaries for U.S. House races in response to the Supreme Court's ruling in Louisiana v. Callais. The governor's office said the court barred congressional elections under the invalid map, so the closed primaries were suspended while races for other offices proceed on schedule. The Nov. 3 open primary will be the first time voters choose U.S. House candidates under the new map.
