DOJ: Government Contractor Employee Arrested, Charged With Transmitting National Defense Information
The U.S. Department of Justice announced on October 23 that a man employed by a U.S. government contractor was arrested that morning after a search of his residence, under a criminal complaint charging him with illegally transmitting national defense information.
The defendant, Ian A. Brinksman, 42, of Washington, D.C., has been employed since 2020 by a U.S. government agency headquartered in the Eastern District of Virginia, and since 2022 has worked as a systems integration developer at "Company 1," a contractor to that agency, holding a Top Secret/Sensitive Compartmented Information (SCI) clearance, according to the Justice Department.
The complaint alleges that Brinksman had a personal relationship with "Individual 1," who runs an online publication on Substack. According to the Justice Department, Individual 1 wrote in a September 2026 fundraising post that they had published stories based on classified assessments provided by a source, and posted on social media: "I also accept leaks."
The Justice Department statement included remarks from Attorney General Todd Blanche, FBI Director Kash Patel, and Assistant Attorney General for National Security John A. Eisenberg. The case is being investigated by the FBI's Chicago Field Office, with assistance from the Washington Field Office. The prosecution team includes Eli Ross and Kathryn DeMarco of the National Security Division and Vito Iaia of the U.S. Attorney's Office for the Eastern District of Virginia, with Tejpal Chawla and Stuart Allen assisting.
CIA Director John Ratcliffe said that, following a referral from the Agency, the FBI on October 23 arrested a contractor who had provided services to the CIA for alleged unauthorized disclosures of classified information, adding that unauthorized releases of classified materials pose grave risks to national security, intelligence sources, ongoing operations and intelligence personnel, and that there is zero tolerance for leaking. Attorney General Todd Blanche said the details alleged in the affidavit reflect a government contractor who exempted himself from the federal law governing the protection of classified information, and that the Justice Department will continue prosecuting individuals who leak classified information. FBI Director Kash Patel said the defendant was arrested after allegedly betraying his oath and leaking classified defense information, and that protecting America's secrets is a top FBI counterintelligence priority. Assistant Attorney General for National Security John A. Eisenberg said Brinksman allegedly reached far outside his own duties to obtain some of the nation's most closely held secrets and handed them to a romantic partner he knew intended to publish them: "That is not carelessness. It is a betrayal of his oath."
The Justice Department stressed that a criminal complaint is merely an allegation and that the defendant is presumed innocent until proven guilty.
