宾夕法尼亚州签署法律禁用含PFAS消防泡沫 2027年起禁售 2028年起禁用
2026年10月22日，宾夕法尼亚州一项禁止在消防泡沫中使用全氟和多氟烷基物质（PFAS）的法案被签署成为法律。
根据环保组织Environment America当天发布的声明，新法依据的是州参议院第804号法案：自2027年7月1日起，禁止生产、销售和分销含PFAS的B类消防泡沫；自2028年1月1日起，禁止使用这类泡沫；同时要求对含有PFAS的消防员个人防护装备加贴警告标签。PFAS因难以在环境中降解而被称为「永久化学品」，研究显示其暴露与肾脏、肝脏疾病、免疫抑制和癌症等风险相关，癌症已成为消防员因公死亡的首要原因。
声明还引述宾州环境研究与政策中心近期报告称，该州受测河流溪流中有96%检出PFAS。PennEnvironment倡导者斯蒂芬妮·温表示，已有有效的替代产品，这项跨党派立法既保护消防员，也保护全州饮用水。宾夕法尼亚州共有67个县，各地消防部门需在过渡期内完成泡沫更换与旧泡沫处置安排。

Pennsylvania Signs Law Banning PFAS Firefighting Foam: Sales Barred from 2027, Use from 2028
On October 22, 2026, a Pennsylvania bill banning per- and polyfluoroalkyl substances (PFAS) in firefighting foam was signed into law.
According to a statement issued the same day by the environmental group Environment America, the new law is based on Senate Bill 804: starting July 1, 2027, manufacturing, selling and distributing Class B firefighting foam containing PFAS will be prohibited; starting January 1, 2028, using such foam will be banned; and warning labels will be required on firefighter personal protective equipment that contains PFAS. PFAS are known as "forever chemicals" because they barely break down in the environment, and research links exposure to kidney and liver disease, immune suppression and cancer — now the leading cause of firefighter line-of-duty deaths.
The statement also cited a recent report by the PennEnvironment Research & Policy Center finding PFAS in 96 percent of the state's tested rivers and streams. PennEnvironment advocate Stephanie Wein said effective alternatives already exist, and that the bipartisan law protects both firefighters and drinking water statewide. Pennsylvania has 67 counties, and fire departments across them must complete foam replacement and disposal of old foam during the transition period.
