Oklahoma Lawmakers Weigh 180-Day Testing Goal for Sexual Assault Kits and a Coordinator for Rural Nurse Examiners
On October 22, 2026, Oklahoma lawmakers held an interim study at the State Capitol to discuss how to speed up DNA testing of sexual assault kits and fill gaps in forensic examiner coverage in rural areas.
According to a report published October 23, proposals at the study included setting a 180-day testing turnaround goal. Byron Smith, forensic operations manager for the Tulsa Police Department, told lawmakers that a 2019 law requiring DNA testing in all reported sexual assault cases, without accompanying funding, more than doubled the volume of such submissions to laboratories and deepened the backlog. State Representative Cindy Roe said the 180-day goal is achievable if qualified personnel are in place, and that she plans to confer with the agencies at the study to prepare legislation for the next session.
The study also discussed creating a position of about $250,000 to coordinate training and guide nurses in evidence collection, with a focus on supporting rural areas. The study produced no bill yet; lawmakers said they will continue working with the agencies involved.
