San Francisco's Prop F Explained: Whether the Mayor Can Remove Police Commission Members Without the Board Becomes the Focus
SAN FRANCISCO, California — Local media in San Francisco, in the City and County of San Francisco, California, published an explainer on October 22 on Proposition F, which appears on the November 3 ballot. Under the current system, the seven-member Police Commission sets police policy and hears disciplinary cases that could lead to an officer's dismissal; the mayor appoints four members and the Board of Supervisors three, and either side needs the other's approval to remove its own appointees. Prop F, proposed by Mayor Daniel Lurie, would let the mayor and the Board each remove their own appointees — for most city boards and commissions, without the other's approval and without stating a reason. Oversight bodies including the Police Commission, the Ethics Commission and the Library Commission would be exempt and keep the current rules; supporters say the change would make the mayor accountable for results. Supporters argue the current system dilutes responsibility, while opponents say it would erode independent oversight. Max Szabo, a consultant for the campaign backing the measure, acknowledged that exempting three heavyweight commissions makes the measure a compromise. Both the measure text and voter pamphlet materials are on the city elections department website; early voting is under way, and voters can review the duties of each commission before casting their ballots.
