约翰内斯堡消息：南非总统 Cyril Ramaphosa 10月22日在 Ekurhuleni 的 Boksburg 发布修订版《地方政府白皮书》，主题为「每个市镇都必须运转」。内阁已于9月批准白皮书终稿。
修订版白皮书主张按各市镇的实际能力差异化授权，推进地方行政专业化，并改善市镇财政与公共服务交付。南非不少市镇长期面临财政困难与供水、供电等基本服务不稳的问题，地方治理改革被视为施政重点。
Ramaphosa 同日还在 Sandton 举行的青年就业全国领导人大会上致辞。政府表示，白皮书的落实将分阶段推进，并配合对市镇的财政与能力支持。
South Africa's President Ramaphosa Launches Revised Local Government White Paper: 'Every Municipality Must Work'
JOHANNESBURG — South African President Cyril Ramaphosa launched the revised Local Government White Paper at Boksburg in Ekurhuleni on October 22, under the theme "Every Municipality Must Work". The cabinet approved the final document in September.
The revised white paper proposes differentiated powers based on each municipality's actual capacity, a more professional local administration, and improvements to municipal finances and service delivery. Many South African municipalities have long faced fiscal distress and unreliable basic services such as water and electricity, making local government reform a governing priority.
Ramaphosa also addressed a national leaders' conference on youth employment in Sandton the same day. The government said implementation of the white paper will proceed in phases, alongside fiscal and capacity support for municipalities.
