Newsom Signs Executive Order Creating Interagency Community Safety Effort to Coordinate California's Public Safety Strategy
SACRAMENTO — California Governor Gavin Newsom on October 22 signed an executive order establishing an Interagency Effort to promote Community Safety, his office announced in Sacramento, in Sacramento County, California. The effort brings the state's public safety agencies together, focuses on violence intervention and prevention, and increases support for victims, with the stated aim of carrying the state's gains in gun safety, falling crime, and victim services into the next administration.
"California has made historic progress on public safety, and we have to protect it," Newsom said in a statement. "By continuing to bring agencies together to measure results, close gaps, and build on what works, we can help ensure this progress continues for years to come."
According to the Governor's office, the group will itemize the state's existing public-safety programs, investments, and responsibilities; evaluate what is producing results, where coordination is lacking, and where resources can have the greatest impact; and recommend a coordinated, evidence-based strategy across prevention, deterrence, rehabilitation, and reentry. It will also map existing initiatives, strengthen data sharing, and deliver a blueprint for a coordinated, data-driven approach that the next administration can sustain.
The Governor's office said Newsom and the Legislature have invested $546.8 million since 2019 in law enforcement, crime prevention — including through the California Violence Intervention and Prevention Program (CalVIP) — and victim services. It cited research associating Richmond's Peacemaker Fellowship with a 61% reduction in fatal and nonfatal firearm assaults from 2010 to 2024, and said California's homicide rate has fallen to its lowest level since statewide reporting began in 1966.
Statewide crime data released by the Governor's office show every major category declined in 2025 compared with 2024: homicide fell 18.6%, robbery 19.9%, property crime 14.3%, motor vehicle theft 25.8%, and violent crime 10.2%. The office said the enacted state budget also includes $2.4 million over three years for the Finding Kids grant program, which funds local law enforcement decoy operations targeting sex trafficking, and $1.8 million for City of Refuge Sacramento to support a neighborhood-based campus serving women affected by sexual exploitation, trafficking, or abuse.
