LIMOGES — French prosecutors announced the first arrest in the arson attack on Limoges town hall, three days after the historic building was gutted during nationwide protests. In a statement on Tuesday, October 20, Limoges prosecutor Émilie Abrantes said a man described by prosecutors as "one of the suspects" in the fire had been arrested that morning in the Haute-Vienne department. The arrest took place at 6:15 a.m. in a small isolated house at Bussière-Boffy, now part of the commune of Val d'Issoire, with support from the Bordeaux branch of the RAID, the national police's elite intervention unit. "The identification of this suspect was made possible thanks to meticulous cross-checking of the images and videos collected by the investigating services," Abrantes said in the statement.

Prosecutors said the man's custody would be extended later on Tuesday and could be prolonged to up to 96 hours under the rules for organised-group crime, adding that interviews, investigations and examinations, including technical ones, were continuing. According to a police source cited by AFP, the man is 34 years old, is on France's "fiche S" security watchlist for his involvement in the ultra-left movement, and is known for acts of violence against persons holding public authority; a police union source said he comes from the neighbouring department of Creuse. The mayor of Limoges, Guillaume Guérin of Les Républicains, told reporters on Tuesday: "He is ultra-left, and he is probably the mastermind of this operation." He added: "You do not destroy a two-century-old building with flames using a box of matches and a lighter," saying he expected further arrests in the case. According to AFP, citing the local daily Le Populaire du Centre, neighbours and acquaintances described the man as a temporary construction worker involved in environmental defence; he is also suspected of having taken part in a 2024 protest against a wood-pellet plant project in Guéret and was prosecuted for striking a police officer — acquitted at first instance in 2025, then given a one-year suspended sentence on appeal, a verdict he has appealed to the Court of Cassation.

The Limoges prosecutor's office opened an investigation on Saturday into destruction of property by dangerous means as part of an organised group and death threats against persons holding public authority, entrusted to the Limoges organised and specialist crime division (DCOS). The prosecutor's office said on Tuesday that the judicial police's anti-terrorism sub-directorate (SDAT) had been jointly seized of the case. However, a judicial source told AFP that the National Anti-Terrorism Prosecutor's Office (Pnat) "has not taken over the case and is still evaluating the procedure conducted by the Limoges prosecutor's office." The Limoges office stressed on Tuesday evening that it "retains its competence in managing this case, while continuing close exchanges with the national anti-terrorism prosecutor's office."

On Saturday, October 17, during nationwide mobilisations against the cost of living ("la vie chère"), riots broke out in central Limoges and rioters targeted and set fire to the town hall. The interior of the old part of the building, inaugurated in 1883, was "almost 100% destroyed," according to the authorities; the roof and the bell tower collapsed, and only the more modern rear section was saved by firefighters. Prime Minister Sébastien Lecornu, who has promised that Limoges town hall will be rebuilt with state aid because it is "the symbol of a nation that lets itself be neither beaten down nor intimidated," is due to visit the Haute-Vienne prefecture on Friday, AFP reported.
