Update: Nor'easter Becomes Subtropical Storm Josephine; NC-12 Already Damaged on the Outer Banks
The nor'easter battering the U.S. East Coast strengthened into Subtropical Storm Josephine on the afternoon of Oct. 21, becoming the 10th named storm of the 2026 Atlantic hurricane season. A day earlier, the storm had already brought strong winds and heavy surf to North Carolina's Outer Banks, where Highway NC-12 has been damaged.
According to the National Hurricane Center's naming advisory, Josephine carried maximum sustained winds of 65 mph, with its center about 265 miles south of Nantucket, moving north at about 10 mph. The storm is expected to accelerate northeast, away from the coast, on Friday.
Gusts on the Outer Banks have exceeded 40 mph. Local officials are assessing damage to NC-12, the main artery running the length of the Outer Banks. GSM will continue to follow the storm. (GSM, based on reporting from the National Hurricane Center and FOX Weather)
