Newsom Launches Staff-Led Rehabilitation Initiative at Corcoran State Prison: Honor Dorm Houses About 100 People Preparing for Reentry

CORCORAN — California Governor Gavin Newsom on October 21 bolstered the state's rehabilitation-focused California Model at California State Prison, Corcoran, a facility in the city of Corcoran in Kings County, California, where state leaders and community advocates marked the opening of a new staff-led housing community known as an honor dorm. The community, built in a previously deactivated facility, centers on accountability, constructive relationships and preparation for life after prison, the Governor's office said.

The honor dorm currently houses approximately 100 incarcerated people, combining single-cell housing and redesigned shared spaces with access to education, vocational training, rehabilitative programming and employment preparation. Participation is voluntary and subject to eligibility requirements, including classification, behavior and readiness to engage in programming. Newsom said public safety does not end at the prison gate. "It means holding people accountable while giving them the tools to change, prepare for a job and return to their communities ready to contribute," he said. California Department of Corrections and Rehabilitation (CDCR) Secretary Jeff Macomber said staff and partners are connecting housing, programming and employment preparation with clear expectations for accountability.

The Corcoran initiative builds on the California Model first demonstrated at scale through the transformation of San Quentin Rehabilitation Center. Newsom announced the San Quentin vision in 2023, and the center's 81,000-square-foot Learning Center opened in 2026, while its Honor Dorm initiative repurposed former death row housing. The Governor's office said Corcoran shows how the model can develop in a different institutional setting.

According to CDCR data cited by the Governor's office, 81.5% of people who earned Rehabilitation Achievement Credits remained conviction-free three years after release, compared with 76.7% of those who earned Educational Merit Credits and 66.7% of those who participated in general rehabilitative programming. National research cited in the release found that people who participate in correctional education programs are 43% less likely to return to prison. The release also noted that crime survivor groups prefer, by nearly 3 to 1, sentences that hold individuals accountable while including programming that prevents recidivism, and that CDCR's Office of Victim and Survivor Rights and Services (OVSRS) helps victims and survivors register confidentially for notifications and services.
