卢比奥接受News18专访：美印贸易协议只剩技术细节 是周数不是月数
正在印度访问的美国国务卿卢比奥10月20日在孟买接受印度 Network18 总编辑 Rahul Joshi 专访时表示，美印贸易协议已经「非常接近」达成，谈判只剩下技术细节，时间上是「周数而不是月数」；他同时强调，双方必须先就最终文本达成一致，才会对外宣布。
谈及针对购买俄罗斯石油国家的制裁时，卢比奥表示，制裁会带来后果，特朗普政府需要在就乌克兰战争施压与更广泛的经济和国家安全利益之间取得平衡。特朗普上周五已豁免针对俄油买家的相关关税惩罚，美方并将进入60天评估期。
卢比奥21日将前往古吉拉特邦 Jamnagar，参观 Reliance Industries 的炼油厂并会晤该公司董事长 Mukesh Ambani。他表示，美方将与 Reliance 商讨炼制更多委内瑞拉原油：「印度是炼油超级大国，他们有能力做到这一点，也有懂得怎么做的公司。」他同时表示，制裁等因素可能构成障碍，需要逐一处理；印度企业在委内瑞拉已有既存的石油特许权益，也可扩大产量。

Rubio in News18 Interview: India Trade Deal Down to Technical Details, Weeks Not Months
U.S. Secretary of State Marco Rubio, visiting India, said in an interview with Network18 Editor-in-Chief Rahul Joshi in Mumbai on October 20 that a U.S.-India trade agreement is "incredibly close," with negotiations down to technical details and a timeline of "weeks, not months." He stressed that both sides must agree on the final language before any deal is announced.
On sanctions against countries buying Russian oil, Rubio said sanctions have consequences and that the Trump administration must balance pressure over the war in Ukraine with wider economic and national-security interests. President Trump last Friday waived the related tariff penalties on buyers of Russian oil, and Washington will enter a 60-day assessment period.
On October 21, Rubio is scheduled to travel to Jamnagar, Gujarat, to tour Reliance Industries' refinery complex and meet its chairman, Mukesh Ambani. He said Washington will talk with Reliance about refining more Venezuelan crude: "India is a refining superpower. They have the ability to do that. They have companies that know how to do that." He added that sanctions and other impediments will have to be worked through, and that Indian companies' pre-existing oil concessions in Venezuela could also produce more.
The interview also covered the Quad, Pakistan and counterterrorism. Rubio said he hopes a Quad leaders' summit can be held this year; Indian media have reported that the four nations are exploring holding it on the sidelines of the ASEAN summit in Manila on November 16-18. Earlier in the day, Rubio met Indian External Affairs Minister S. Jaishankar in Mumbai to discuss energy security and defense cooperation.
