州财务长马世云宣布出售17亿美元一般义务债券 为州公共工程融资
加州州财务长办公室10月7日宣布，州财务长马世云（Fiona Ma）完成17亿美元一般义务债券的出售。一般义务债券由加州的完全信用与税收能力支持，是州政府为学校、交通、水利等公共工程与基础设施项目融资的主要工具之一，债券出售结果与条款由财务长办公室统一公布与管理。
财务长办公室是加州的「州银行家」机构，负责管理州政府资金与投资、监督债券发行，并通过其下属各委员会为住房、学校、医院、道路等公共设施提供融资支持。此次发债是该办公室近月系列债券安排之一：9月下旬，办公室曾公布州公共工程委员会3.5996亿美元债券的出售结果；更早的8月，还完成过31亿美元一般义务债券出售。
财务长办公室的公告栏显示，其10月工作还包括制造业论坛与面向多元社区的金融资源对接活动；涉及州债券的发行日历、出售结果与官方声明，均以财务长办公室网站发布为准。

State Treasurer Fiona Ma Announces Sale of $1.7 Billion of General Obligation Bonds
The California State Treasurer's Office announced on October 7 that State Treasurer Fiona Ma has completed the sale of $1.7 billion of general obligation bonds. General obligation bonds, backed by the full faith and credit of the State of California, are one of the state's principal tools for financing public works and infrastructure — including schools, transportation and water projects — and their sale results are published and administered by the Treasurer's Office.
The Treasurer's Office serves as the state's banker, managing state funds and investments, overseeing bond issuance, and, through its boards and commissions, supporting financing for housing, schools, hospitals, roads and other public facilities. The sale is one of a series in recent months: in late September the office announced results of a $359.96 million bond sale for the State Public Works Board, and in August it completed a $3.1 billion general obligation bond sale.
The office's October schedule also included a manufacturing forum and outreach connecting diverse communities with financial resources. Bond calendars, sale results and official statements are published on the Treasurer's Office website.
