Nor'easter Reaches North Carolina's Outer Banks on Sunday: Minor Overwash on Highway 12, Road Stays Open; Worse Flooding Expected Monday and Tuesday

Hatteras — A prolonged nor'easter continued to affect North Carolina's Outer Banks on Sunday, when minor ocean overwash reached N.C. Highway 12 near the Pea Island Visitor Center during the afternoon high tide, according to local outlet Sam Walker OBX News. In its Sunday afternoon update, the N.C. Department of Transportation said the highway remained open and passable on Pea, Hatteras and Ocracoke islands, with no other ocean overwash reported along the highway. Crews continued clearing sand and reinforcing weakened dunes, with work continuing in shifts into the overnight high tide.

Dare County's mandatory evacuation order for Hatteras Island visitors remains in effect, covering Rodanthe, Waves, Salvo, Avon, Buxton, Frisco and Hatteras Village. Visitors are prohibited from entering the island and will not be allowed to return until the storm passes and N.C. 12 is no longer threatened by overwash; residents have not been ordered to evacuate. While the highway remains open, the county is allowing access for its first three priority groups, including essential personnel, permanent residents and nonresident property owners. Hyde County's warning that people could become stranded on Ocracoke for several days also remains in effect, and the National Weather Service said Sunday afternoon that ferry disruptions were already occurring and could continue into midweek.

In its 3:30 p.m. Sunday briefing, the weather service's Newport/Morehead City office said the minor overwash at Sunday's high tide should not lead people to let their guard down: worse conditions are expected around Monday's and Tuesday's high tides, with coastal impacts lingering through at least Wednesday. On the oceanfront of Hatteras and Ocracoke islands, water could reach 2 to 4 feet above ground in vulnerable areas; moderate flooding is likely, major flooding is possible in some locations, and overwash is expected to inundate portions of N.C. 12. Coastal Flood Warnings for Hatteras and Ocracoke remain in effect through 5 p.m. Tuesday, while vulnerable oceanside areas from Duck to Oregon Inlet could see 1 to 3 feet of inundation. Wind gusts of 45 to 50 mph are expected along the coast, peaking again Monday, with seas of 12 to 15 feet off the northern Outer Banks, 15 to 20 feet near Diamond Shoals and about 20 feet farther offshore.

Dare County Schools announced that schools will operate on a normal schedule Monday, except that Hatteras Island students attending Dare Early College will attend virtually; all Monday after-school activities are canceled except the Right At School program. The North Carolina Beach Buggy Association canceled its 2026 Red Drum Tournament on Sunday evening, citing uncertainty over Hatteras Island access; more than 600 anglers had registered, putting the event on track to become the association's largest, organizers said. All Cape Hatteras National Seashore campgrounds, off-road vehicle routes and lighthouse climbing remain closed, and forecasters noted that several privately owned oceanfront houses in Rodanthe remain structurally compromised and at risk of collapse during high surf and strong onshore winds.
