Dallas Trash-Truck SI Cameras Flag More Than 20,000 Potential Violations as Repair Grant Fund Sits Paused Since 2024

DALLAS — Dallas, in Dallas County, Texas, has expanded camera-assisted property inspections using SI cameras mounted on city trash trucks. The Code Compliance Department says the cameras, in use since April, have flagged potential code violations at more than 20,000 properties. At the same time, the Dallas Tomorrow Fund, created to help low-income homeowners pay for repairs, has not awarded grants since 2024, raising questions about whether enforcement is outpacing assistance.

The system, provided by City Detect, mounts cameras on 50 sanitation trucks that photograph properties along collection routes and assign a "blight score" from 1 to 4 for conditions such as overgrown grass, debris, peeling paint and structural problems; the program costs about $852,000 a year. According to a September city memo reported by NBC 5 and FOX 4, the city sent about 3,700 courtesy notices asking homeowners to correct problems voluntarily, opened about 300 enforcement cases, and issued 57 citations involving 34 properties. The city stresses that the SI only screens images: a citation requires human review and an in-person inspection by a code officer, and a courtesy notice is not itself a citation.

Council Member Chad West and others have questioned the program's privacy safeguards and geographic fairness. KERA reported that about 68% of the initial citations were issued in three predominantly Black and Hispanic southern Dallas council districts; the city says demographics do not determine where the cameras operate. West has called for assistance and stronger oversight so enforcement does not burden residents who cannot afford repairs. City management was scheduled to brief a City Council committee on the program on October 19.

The Dallas Tomorrow Fund was created in 2005. City documents show it is funded by a $36 administrative fee from each paid code citation and provides eligible homeowners — referred by code officers and earning less than 80% of area median family income — up to $20,000 for exterior code-violation repairs; it has historically helped about 20 to 30 families a year. The Housing Department says the fund was paused during a departmental reorganization and has not awarded money since 2024, and that officials are reviewing how it could be administered in the future. The department did not provide the fund's current balance, saying it would require an open-records request.
