芬兰民族联合党议会党团发布移民政策纲领 提议把庇护处理移至欧盟以外
赫尔辛基——芬兰执政党民族联合党（NCP）的议会党团10月16日（周五）发布新的移民政策纲领，提出把庇护处理移至欧盟以外的接收与遣返中心，并把移民领取失业救济的资格与其在芬兰的工作记录挂钩，同时收紧部分养老金福利的领取条件，整体转向更具选择性的移民政策。纲领还主张限制被认定无依据的重复庇护申请，并提高遣返效率。
这份纲领由民族联合党议员 Atte Kaleva自今年1月起牵头制定。Kaleva说：「这意味着芬兰必须在任何情况下都能决定谁可以入境、按什么条件入境，以及谁可以留下来。」

Finland's National Coalition Parliamentary Group Proposes Asylum Centres Outside the EU
HELSINKI — Finland's National Coalition Party (NCP) parliamentary group published new immigration policy guidelines on Friday, October 16, proposing stricter asylum rules, tougher family reunification requirements and tighter access to social security as part of a shift toward a more selective immigration policy. Among the main measures are moving asylum processing outside the European Union to reception and return centres, linking immigrants' eligibility for unemployment benefits to their employment history in Finland, and making it harder to qualify for certain pension benefits. The group also wants to restrict repeated asylum applications considered unfounded and improve the efficiency of returns.
The proposals were prepared under the leadership of NCP MP Atte Kaleva, who has headed the work since January. "This means that Finland must be able to decide under all circumstances who is allowed to enter the country and under what conditions, as well as who is allowed to remain here," Kaleva said.
"Asylum has been misused as a channel for mass migration, which it was never intended to be. We are returning to protecting individual people who are in need of protection. This also removes the market for people smuggling," he said. The guidelines are the parliamentary group's policy proposals and would require legislation to take effect.
