纽森签署两项法案：加州社区学院2028年起可扩增学士学位项目 按办学表现分五档、每校可增2至12个
Sacramento——加州州长纽森签署参议院法案960号与众议院法案2694号，允许加州社区学院自2028年1月1日起扩增学士学位项目。据《The Skyline View》10月14日报道，各学院按毕业率与转学率被划入五个等级，表现较高的学院可新增多达12个学士学位项目，较低者可新增2个；现有学士学位项目不计入上限。
新法同时放宽了与加州州立大学（CSU）及加州大学（UC）学位不得重复的旧有禁令：若 CSU 的同类学位不在本地学区范围内，或该校连续三年录取的本地社区学院转学生比例低于75%，社区学院即可开设与之重复的学士学位项目。
加州社区学院系统方面对法案末段加入的分档修正提出异议，认为按等级排名会使各学区彼此对立、而非协作满足劳动力需求，并可能使最需要学士学位项目的学院受限。此前纽森曾以社区学院应聚焦现有项目为由，否决过多个学士学位试点扩增法案。

Newsom Signs Two Bills Letting California Community Colleges Add Bachelor's Programs From 2028, Tiered From 2 to 12 by Performance
SACRAMENTO — California Governor Gavin Newsom has signed Senate Bill 960 and Assembly Bill 2694, allowing California community colleges to expand their bachelor's degree programs beginning January 1, 2028. According to The Skyline View's October 14 report, colleges will be placed into five tiers based on graduation and transfer rates, with higher-performing schools allowed to add up to 12 new bachelor's programs and lower tiers as few as two; existing bachelor's programs will not count toward the limit.
The laws also loosen the previous ban on duplicating degrees offered by California State University (CSU) and the University of California: duplication of a CSU degree is permitted if the university is outside the local region, or if it has admitted less than 75 percent of its local California community college transfer students for three consecutive years.
California Community Colleges representatives objected to the tier amendment, added four days before the final vote, arguing it ranks districts against one another rather than letting them work together on workforce needs, and may hinder the colleges whose students most need bachelor's programs. Newsom had previously vetoed several community-college bachelor's pilot bills, saying the colleges should focus on their current programs.
