Dallas Council Weighs $350 Million Commercial Paper Program for Bond Projects

DALLAS — Dallas is a city in Dallas County, Texas. The Dallas City Council took up a replacement short-term borrowing program on October 14 that would permit up to $350 million in outstanding commercial paper notes to fund city capital projects as bills come due. Approval would establish the program's capacity; it would not mean the city immediately borrows the full amount.

Dallas uses commercial paper to cover capital-project bills as they arrive, then sells longer-term bonds to repay the short-term notes. The proposed ordinance limits eligible spending to projects approved in the May 2024 bond election and future bond elections, along with related interest and program expenses, and property taxes ultimately support repayment of the longer-term debt. Agenda materials seek up to $855,000 from the Debt Service Fund for setup and three years of annual program costs; dealers would receive a 0.05 percent annualized fee on notes they place, equal to $175,000 if the full $350 million remained outstanding for one year.

The proposal would remove the bank-provided backup source that exists under the current program. If Dallas could not replace maturing notes with new notes, the city could instead extend repayment: new notes would initially mature within 90 days, but extensions could push final maturity to as long as 270 days, at minimum annual rates of 7 to 8 percent depending on the city's credit ratings, with a ceiling of 9 percent or the legal maximum if lower. An extension alone would not count as a default; failure to repay at final maturity would.
