计划分四期、每期15名学员，学员在一年内修读多科教学资格证书与硕士学位，白天跟随经验丰富的导师教师驻校教学，结业进入教师岗位后继续获得辅导与专业学习支持。据校方估计，加州最北部乡村地区在2026-27学年约需要170名新的小学教师，而乡村社区的潜在教师储备较小、教师培训项目较少，一名教师离职后很难迅速补上合格人手。
项目共同负责人、奇科州大教授米米·米勒（Mimi Miller）表示，ROOTS 旨在让学员在乡村社区受训、毕业后留在当地任教。项目负责人珍妮弗·奥洛夫-刘易斯（Jennifer Oloff-Lewis）说，驻校学员白天教学、晚上上课，没有时间另找工作，这笔津贴正是用来覆盖其生活开支。首期学员申请截止于明年春季，课程将于明年夏季开始。

Chico State Wins $8M Federal Grant for Rural Teacher Residency Program Paying $42,000 Stipends
CHICO, Calif., Oct. 13 — An $8 million federal Teacher Quality Partnership Grant will allow California State University, Chico, to pay 60 teaching residents a $42,000 stipend each under its Rural Opportunities for Outstanding Teaching and Schools (ROOTS) program, EdSource reported on Tuesday.
ROOTS will prepare four cohorts of 15 residents who pursue a multiple-subject credential and a master's degree in a yearlong program, teaching alongside experienced mentor teachers. Participants will continue to receive coaching and professional learning support after entering the profession. The university estimates that California's northernmost rural region needs about 170 new elementary teachers in 2026-27, and that rural communities have a smaller pool of prospective teachers and less access to preparation programs, making vacancies hard to fill.
Mimi Miller, a Chico State professor and the project's co-principal investigator, said ROOTS prepares teachers in rural communities in the hope that they will stay and teach at local schools. Project lead Jennifer Oloff-Lewis said the stipend is meant to cover living expenses during the residency, when residents teach by day and attend classes at night. Applications for the first cohort, which starts classes next summer, are due in the spring.
