加州环保署拟将除草剂阿特拉津列入65号提案致癌物清单 公众意见期至11月9日
Sacramento——加州环境保护局（CalEPA）下属的环境健康危害评估办公室（Office of Environmental Health Hazard Assessment，OEHHA）10月9日发布拟议通知，计划把广泛使用的除草剂阿特拉津（atrazine）列入《1986年安全饮用水和有毒物质执法法》（即65号提案）「已知对州致癌」化学品清单，现正征求公众意见，截止11月9日。
此次列入采用「劳动法机制」：OEHHA 已认定阿特拉津符合该机制的列入标准。此前，国际癌症研究机构（IARC）将阿特拉津归类为「可能对人类致癌」。由于这属于行政性列入，公众意见的范围有严格限制——仅限于 IARC 是否已充分认定该化学品为人类或动物致癌物；OEHHA 不考虑关于 IARC 所依据证据质量的科学争论，也不会就此作出回应。
阿特拉津是美国使用量第二大的除草剂，仅次于草甘膦，广泛用于玉米、高粱、甘蔗等作物，据联邦环保署估计，美国农民每年使用约7,000万磅。加州早在2016年已将阿特拉津列入「已知导致生殖毒性」的化学品清单。意见须在11月9日前通过 OEHHA 意见门户提交，全部书面意见将在意见期结束后于该办公室网站公布。

CalEPA's OEHHA Proposes Listing Herbicide Atrazine as a Proposition 65 Carcinogen
SACRAMENTO — The California Environmental Protection Agency's Office of Environmental Health Hazard Assessment (OEHHA) issued a notice of intent on October 9 to list the widely used herbicide atrazine as known to the state to cause cancer under the Safe Drinking Water and Toxic Enforcement Act of 1986, known as Proposition 65. Public comments are due by November 9, 2026.
The action is proposed under the "Labor Code" listing mechanism; OEHHA has determined the substance meets the criteria for listing by this mechanism. The International Agency for Research on Cancer (IARC) has classified atrazine as "probably carcinogenic to humans." Because this is a ministerial listing, comments are limited to whether IARC has sufficiently identified the chemical as a human or animal carcinogen; OEHHA cannot consider scientific arguments about the weight or quality of IARC's evidence.
Atrazine is the second most widely used herbicide in the United States after glyphosate, applied heavily to corn, sorghum and sugarcane; California listed it as a reproductive toxicant in 2016.
