住房与城市发展部发布下一代预制住房行动计划 取消永久底盘要求后推进七项改革
美国住房与城市发展部（HUD）10月7日发布《下一代预制住房行动计划》（第26-082号发布）。今年是HUD预制住房法规颁布50周年；在《ROAD to Housing》法案取消预制住房必须保留永久底盘的要求后，HUD公布了新一代预制住房的推进路线。
行动计划共七项内容，包括更新能源标准、推广无底盘设计与建造规范、改进安全锚固要求、转向以性能为导向的建筑规范等，目标是让工厂预制住房在成本、质量与外观上更接近传统建造住房。
HUD部长斯科特·特纳（Scott Turner）表示，预制住房是美国最可负担的住房形式之一，改革将帮助更多家庭以更低成本安家。FHA负责人乔·戈姆利（Joe Gormley）说，新计划将为制造商与购房者提供更清晰的规则。
HUD Unveils Next Generation Manufactured Housing Action Plan After Chassis Rule Change
The U.S. Department of Housing and Urban Development (HUD) released its Next Generation Manufactured Housing Action Plan on October 7 (Release No. 26-082). This year marks 50 years since HUD's manufactured housing code was first issued, and following the ROAD to Housing Act's removal of the permanent-chassis requirement, HUD laid out its roadmap for the next generation of manufactured homes.
The plan has seven components, including updated energy standards, new design and construction rules for chassis-free homes, improved safety anchoring requirements, and a shift toward performance-based building standards, with the goal of bringing factory-built homes closer to site-built homes in cost, quality and appearance.
HUD Secretary Scott Turner said manufactured housing is one of the most affordable forms of housing in America and that the reforms will help more families buy homes at lower cost. FHA head Joe Gormley said the plan gives manufacturers and homebuyers clearer rules.
