菲律宾绑架撕票案主犯刘瀚文被美国移交中国警方
2026年7月20日下午5时许，一架民航客机降落在北京首都国际机场，在境外针对中国公民实施绑架杀人犯罪的主要犯罪嫌疑人刘瀚文被美国方面移交中国警方。这起案件的案发地在菲律宾：2024年6月，两名医疗器械从业者受邀赴马尼拉洽谈商务，落地后不久即遭绑架，家属付清赎金后仍被杀害。主犯潜逃美国两年后，最终被遣返回中国。
据公安部通报，刘瀚文有重大作案嫌疑，案发后已潜逃至美国。公安部与美国、菲律宾、韩国等国执法部门开展密切执法合作，组织专案攻坚，通过国际刑警组织发出红色通报，多次与美方开展案件交流和证据共享。美方据中方提供的线索和证据，于2024年10月将刘瀚文拘捕，并于2026年7月20日将其遣返回中国。公安部有关负责人表示，这一系列绑架杀人案成功告破，是中美联手打击跨国犯罪的又一成功案例，中国警方对侵害中国公民的犯罪分子将依法严厉打击、一追到底。
案件发生在2024年6月。中国公民夏轲孚是苏州润迈德医疗科技有限公司的国际营销总监，美籍华人孙靖从事医疗器械代理。据财新等媒体报道，两人此前在欧洲一场行业会议上结识了自称菲律宾医疗器材经销商的「李娜」，并受其邀请赴菲考察市场。2024年6月20日，两人飞抵马尼拉，飞机降落后不久即被绑架。
绑匪随后向家属索要500万元人民币赎金，经交涉降至300万元。家属按要求支付赎金后，绑匪失联。6月24日，夏轲孚与孙靖的遗体在菲律宾南甘马粦省萨格奈镇一处悬崖边被发现，当地距马尼拉约400公里。菲律宾国家警察发言人当时表示，警方已锁定8名涉案人员，包括5名外国人和3名菲律宾人。
邀请两人赴菲的「李娜」本名陈妤瑄，持台湾护照，2024年9月22日在韩国首尔落网。据北京市公安局侦查，以刘瀚文为首的犯罪团伙在菲律宾频繁针对中国公民实施绑架、杀人等严重犯罪活动，涉及多起恶性案件。财新报道指，刘瀚文持有多国虚假身份证件，其卷入的绑架案或不止一起。
刘瀚文目前是被移交的犯罪嫌疑人，相关指控尚待中国司法机关依法审理。
Mastermind of Philippine Kidnap-Murder Case Liu Hanwen Handed Over by U.S. to Chinese Police
On July 20, 2026, at about 5 p.m., a civilian airliner landed at Beijing Capital International Airport, and Liu Hanwen, the principal suspect in a series of kidnappings and murders targeting Chinese citizens overseas, was handed over by the United States to Chinese police. The crimes took place in the Philippines: in June 2024, two medical-device professionals were invited to Manila for business talks, kidnapped shortly after landing, and killed even after their families paid the ransom. The alleged mastermind, who had fled to the United States, was returned to China two years later.
According to China's Ministry of Public Security, Liu was a major suspect who fled to the United States after the crimes. The ministry worked closely with law enforcement in the United States, the Philippines and South Korea, issued an Interpol red notice, and shared evidence with the U.S. side, which arrested Liu in October 2024 based on Chinese leads and evidence and returned him to China on July 20, 2026. A ministry official said the solving of the serial kidnapping-murder cases was another success of China-U.S. cooperation against transnational crime, and that Chinese police would pursue anyone who harms Chinese citizens to the end.
The case dates to June 2024. Xia Kefu, a Chinese citizen, was international marketing director of Suzhou Rainmed Medical Technology, and Sun Jing, a Chinese American, worked as a medical-device distributor. According to Caixin and other Chinese media, the two men had met a woman calling herself "Li Na," who claimed to be a Philippine medical-equipment dealer, at an industry conference in Europe, and accepted her invitation to explore the Philippine market. On June 20, 2024, they flew to Manila and were kidnapped shortly after their plane landed.
The kidnappers demanded 5 million yuan from the families, later reduced to 3 million yuan through negotiation. After the families paid, the kidnappers cut off contact. On June 24, the bodies of Xia and Sun were found beside a cliff in Sagñay, Camarines Sur Province, about 400 kilometers from Manila. A Philippine National Police spokesperson said at the time that police had identified eight persons of interest, five foreigners and three Filipinos.
"Li Na," whose real name is Chen Yu-hsuan and who held a Taiwan passport, was arrested in Seoul, South Korea, on September 22, 2024. Beijing police found that the gang led by Liu had repeatedly carried out kidnappings and murders targeting Chinese citizens in the Philippines, involving multiple serious cases. Caixin reported that Liu held fake identity documents from several countries and may have been involved in more than one kidnapping case.
Liu Hanwen is a suspect who has been handed over to China; the allegations against him are still to be tried by Chinese judicial authorities according to law.
