Israel and Lebanon Accept Ceasefire Arrangement Biden Calls Designed to Be Permanent
President Joe Biden announced in the Rose Garden at the White House in Washington, D.C., on November 26 that the governments of Israel and Lebanon had accepted the United States proposal to end the conflict between Israel and Hezbollah, with fighting across the Lebanese-Israeli border to end at 4 a.m. local time the next day.
Biden said the arrangement was designed to be a permanent cessation of hostilities. Over the following 60 days, the Lebanese Army and state security forces would deploy and take control of their territory, Israel would gradually withdraw its remaining forces, and civilians on both sides would be able to return safely to their communities and rebuild their homes. He said no U.S. troops would be deployed in southern Lebanon.
Biden described the conflict as the deadliest between Israel and Hezbollah in decades, saying more than 70,000 Israelis had been forced to live as refugees in their own country and more than 300,000 Lebanese people had been displaced. He said that if Hezbollah or anyone else broke the deal and posed a direct threat to Israel, Israel would retain the right to self-defense consistent with international law.
In a joint statement the same day, the United States and France said they would work with Israel and Lebanon to ensure the arrangement was fully implemented and enforced, and would lead international efforts for capacity-building of the Lebanese Armed Forces and economic development throughout Lebanon.
