美联储再降息25个基点：联邦基金利率降至4.50%至4.75%
美国联邦储备委员会联邦公开市场委员会（FOMC）11月7日在华盛顿决定，将联邦基金利率目标区间下调25个基点，降至4.50%至4.75%。这是美联储2024年继9月降息50个基点之后的第二次降息。
FOMC在美东时间下午2时发布的声明中说，近期指标显示经济活动继续稳健扩张；今年早些时候以来，劳动力市场状况总体缓和，失业率已有所上升但仍保持低位；通胀已向委员会2%的目标取得进展，但仍略显偏高。委员会判断，实现就业与通胀目标所面临的风险大致平衡。
声明说，委员会在考虑进一步调整利率目标区间时，将仔细评估新数据、前景变化与风险平衡；委员会将继续缩减其持有的美国国债、机构债与机构抵押贷款支持证券。委员会重申，坚定致力于支持充分就业并让通胀回落至2%目标。包括主席 Jerome H. Powell 在内的12名投票委员全部赞成此次行动。

Federal Reserve Cuts Rate by 25 Basis Points to 4.50%-4.75% Range in Second Cut of 2024
The Federal Open Market Committee (FOMC) of the U.S. Federal Reserve voted on November 7 in Washington, D.C., to lower the target range for the federal funds rate by 1/4 percentage point to 4-1/2 to 4-3/4 percent, the second rate cut of 2024 after a 50-basis-point cut in September.
In its statement, released at 2:00 p.m. EST, the Committee said recent indicators suggested that economic activity had continued to expand at a solid pace, labor market conditions had generally eased since earlier in the year, and the unemployment rate had moved up but remained low. Inflation had made progress toward the Committee's 2 percent objective but remained somewhat elevated. The Committee judged that the risks to achieving its employment and inflation goals were roughly in balance.
The Committee said that in considering additional adjustments to the target range, it would carefully assess incoming data, the evolving outlook and the balance of risks, and that it would continue reducing its holdings of Treasury securities, agency debt and agency mortgage-backed securities. It said it was strongly committed to supporting maximum employment and returning inflation to its 2 percent objective. All 12 voting members, led by Chair Jerome H. Powell, voted for the action.
In a related implementation note, the Board of Governors voted unanimously to lower the interest rate paid on reserve balances to 4.65 percent and approved a 1/4 percentage point decrease in the primary credit rate to 4.75 percent, both effective November 8, 2024. (Source: Federal Reserve)
