据市府介绍，特区除雪队由800多名员工组成，参与部门还包括综合服务局、国土安全与应急管理局以及志愿服务机构Serve DC等。公共工程局代理局长克里斯·罗德里格斯（Chris Rodriguez）表示，上一冬季的历史性风暴暴露了需要改进的环节，本周的演练正是检验新技术与新流程。市府同时公布，公共工程局近几个月升级了实时追踪铲雪状态的技术，其车队现有69辆生物柴油卡车和22辆供督导人员使用的电动皮卡，并在全国车队管理协会的2026年评选中获评全美第九绿色车队。
DC Snow Team Wraps Up Five-Day Winter Mobilization Drill With Citywide Dry Run
The District of Columbia's Snow Team concluded its annual Snow Mobilization Week on October 16, ending a five-day exercise designed to test the city's snow response operations before winter. Led by the Department of Public Works (DPW) with support from the District Department of Transportation (DDOT), crews inspected, tested and calibrated snow removal equipment, completed final maintenance, replenished salt and brine supplies, and reviewed plow routes, while technology teams tested the systems used to monitor weather, deploy equipment and track plowing in real time.
The exercise was built around a simulated winter storm, opening with a coordination call based on a mock forecast from the National Weather Service. As the hypothetical storm evolved during the week, operations leaders adjusted deployment plans and practiced emergency decision-making. The drill culminated on October 16 with a citywide dry run, as plow operators drove their assigned routes to identify obstacles and check roadway conditions.
According to the District, the Snow Team brings together more than 800 employees, along with agencies including the Department of General Services, the Homeland Security and Emergency Management Agency and Serve DC. DPW Interim Director Chris Rodriguez said last winter's generational storm showed where improvements were needed. The department has upgraded its real-time plow tracking technology, and its fleet includes 69 biodiesel-powered trucks and 22 electric pickup trucks for supervisors; the District's fleet was ranked the ninth greenest by the National Association of Fleet Administrators.
