Salt Lake City Raises Utility Impact Fees for the First Time Since 1999: Phased In Starting January 2027
In Salt Lake City, Salt Lake County, Utah, the City Council voted at its October 6 formal meeting to raise utility impact fees for water, sewer and stormwater service, the first update to the one-time charges since 1999. Impact fees are paid by new development and by customers requesting new or larger utility connections, and are meant to cover the infrastructure capacity that growth requires. Under Utah's Impact Fees Act, the changes rest on a facilities plan and fee analysis filed as item Z 20260146.
To ease the transition for new housing and development, the new fees will be phased in: they take effect at 70 percent of the new rate in January 2027 and reach the full rate in July 2028. The city says its current fees are low compared with neighboring systems and have been largely unchanged for more than 25 years. At the same meeting, the Council also voted to rezone the city-owned property housing the 10th East Senior Center and Victory Park to the Public Lands District, fixing a decades-old mapping error.
Another item drew extensive public comment: a proposal to transfer approximately 951 acres of airport-owned Great Salt Lake mitigation wetlands to the Utah Department of Natural Resources to be managed as a waterfowl management area. Scores of residents and environmental advocates urged the Council to pause the transfer, citing concerns over bird habitat and public hunting, and the Council deferred action to a future meeting.
