加州CARS法案10月1日生效:车价必须明码标价,部分购车可48小时全额退款

加州司机在车行购车时有了一层新保护。由州参议员本·艾伦(Ben Allen,代表洛杉矶县圣莫妮卡地区)提出的《加州汽车零售销售法案》(California CARS Act,SB 766),经州长纽森周三签署后,于10月1日正式生效。

根据新法,加州汽车经销商必须在广告中清楚披露车辆价格(不含税费及部分费用),不得再用隐藏费用和不明附加项目误导消费者;部分购车者还将获得48小时"冷静期",可无条件退车并拿回全款。艾伦表示:"多年来,购车者一直被亏待、被欺骗——被迫买下不安全的车,或为根本不知道的附加功能背上不必要的债务。这些做法在加州终于要结束了。"

不过法案只能解决价格透明问题,加州人养车、用车的高成本并未缓解:油价、轮胎和保险依然让车主叫苦。新法对广告价格做了明确规范,却无法拉低加油站和维修厂的账单。

California car buyers have a new layer of protection. The California CARS Act (SB 766), authored by State Sen. Ben Allen of Santa Monica, took effect October 1 after Gov. Newsom signed it Wednesday.

Under the new law, California auto dealers must clearly disclose vehicle prices in advertising (excluding taxes and certain fees) and can no longer mislead consumers with hidden fees and unexplained add-ons; some buyers also get a 48-hour "cooling-off period" to return the car unconditionally for a full refund. "For years, car buyers have been taken advantage of and deceived — stuck with unsafe cars or saddled with unnecessary debt for add-ons they never knew about. Those practices end in California today," Allen said.

The law only fixes price transparency, though — the high cost of owning and driving in California remains: gas, tires and insurance still sting. The new rules set clear standards for advertised prices but cannot lower the bills at the pump or the repair shop.
