南达科他州州长拉里·罗登下令，州议会大厦10月13日自日出至日落降半旗，悼念前州参议员埃尔默·比茨。
比茨于1983年至1992年间担任南达科他州参议员。其葬礼于10月13日上午10时30分（中部时间）在特里普市（Tripp）的第一美洲路德教会举行。
按照州政府惯例，州长可下令在州议会大厦降半旗，以纪念逝世的现任或前任州级官员及有突出贡献的人士。
州长办公室公布了降旗令与葬礼安排，州内其他公共机构可参照执行。
South Dakota Capitol Flags at Half-Staff for Former State Senator Elmer Bietz
South Dakota Gov. Larry Rhoden ordered flags at the State Capitol flown at half-staff from sunrise to sunset on Oct. 13 in honor of former state senator Elmer Bietz.
Bietz served in the South Dakota State Senate from 1983 to 1992. His funeral was held at 10:30 a.m. Central Time on Oct. 13 at First American Lutheran Church in Tripp.
Under state practice, the governor may order the Capitol flags lowered to honor current or former state officials and other notable figures who have died.
The governor's office published the flag order and funeral arrangements, and other public institutions in the state may follow the order.
