新加坡国际燃料加注会议SIBCON 2026开幕 推出氨燃料加注技术参考与多项新举措
第24届新加坡国际燃料加注会议（SIBCON）10月13日至15日在新加坡举行，10月14日由律政部兼交通部高级政务部长穆拉利·皮莱主持开幕。本届会议主题为“开创具韧性的多燃料未来”，预计迎来60多个国家的2000多名海事专业人士。
会上宣布多项举措：新加坡海事及港务管理局邀请业者申请液化天然气浮式储存装置运营执照；新加坡海事仲裁院推出新加坡氨燃料加注表格；新加坡将于本周内进行首次乙醇燃料加注作业。海事及港务管理局与新加坡企业发展局通过新加坡标准理事会推出氨燃料加注技术参考TR 148，涵盖安全、加注程序、交接计量与人员资质要求，并将通过实际加注试验加以验证；新加坡还将与澳大利亚皮尔巴拉港务局在两国绿色与数字航运走廊框架下分享试验经验。
SIBCON 2026 Opens in Singapore With Ammonia Bunkering Reference and New Multi-Fuel Initiatives
The 24th Singapore International Bunkering Conference (SIBCON) is being held in Singapore from October 13 to 15 and was opened on October 14 by Murali Pillai, Senior Minister of State for Law and for Transport. Themed 'Charting a Resilient Multi-Fuel Future', the biennial conference is expected to welcome more than 2,000 maritime professionals from over 60 countries.
Several initiatives were announced at the event: the Maritime and Port Authority of Singapore invited licence applications to operate liquefied natural gas floating storage units; the Singapore Chamber of Maritime Arbitration launched a Singapore Ammonia Bunkering Form; and Singapore will conduct its first ethanol bunkering operation later this week. The MPA and Enterprise Singapore, through the Singapore Standards Council, launched Technical Reference TR 148 for ammonia bunkering, covering safety, bunkering procedures, custody transfer and personnel competencies, to be tested through ammonia bunkering trials. Under the Singapore-Australia Green and Digital Shipping Corridor, the MPA will also work with the Pilbara Ports Authority to validate the reference through shared operational experience from trials at their respective ports.
