跟进：帕萨迪纳启动红旗警告与停车限制 15日至17日交界地带狭窄道路禁停违者拖吊

帕萨迪纳市消防局长查德·奥古斯丁（Chad Augustin）已下令在全市启动红旗警告与停车限制，应对预报中的强风天气。帕萨迪纳市政府10月14日发布的新闻稿说，该警报自10月15日（周四）上午7时起生效，至10月17日（周六）上午7时止，并可视天气情况延长。

市政府提醒居民为可能的停电作准备：强风可能损坏电线并吹倒树木。居民应固定或收进户外家具、与伊顿火灾重建相关的建筑材料，以及可能被强风吹走的万圣节装饰。帕萨迪纳水电局（PWP）提醒，对垂落或悬空的电线和电线杆要格外小心，一律假定其带电，切勿靠近或触碰，发现应立即拨打9-1-1；电力紧急情况可拨打PWP电话626-744-4673，用水紧急情况可拨打626-744-4138，停电期间的最新信息可查询PWPweb.com/OutageMap。

市政府同时建议居民检视疏散计划、备齐应急包，并注册帕萨迪纳本地紧急警报系统（PLEAS），以语音、电邮或短信接收紧急通知；在此基础上还可注册洛杉矶县的大规模通知系统Alert LA County。帕萨迪纳警察局的主要通知系统为Nixle，居民可在Nixle.com注册，或将邮政编码以短信发送至888777加入。

此次市级红旗停车限制，是本周圣安娜风天气过程下南加州多地防火部署的一环。国家气象局已对洛杉矶县大部地区发布红旗警告，加州方面则已向文图拉、橙县、洛杉矶、圣巴巴拉四县预置消防资源（见本网今日相关报道）。

Pasadena Activates Red Flag Warning and Parking Restrictions From October 15 to 17

Pasadena Fire Chief Chad Augustin has directed the activation of Red Flag Warning and parking restrictions within the city as high winds are expected, the City of Pasadena said in a news release on October 14. The alert is effective from 7 a.m. on Thursday, October 15, through 7 a.m. on Saturday, October 17, and can be extended based on weather conditions.

The city said a Red Flag Warning means critical fire weather conditions are expected, which, combined with dry fuels, could create extreme fire danger and fire behavior, and urged caution with potential fire sources. To allow for improved fire department access and resident evacuation, parking is restricted on posted narrow and/or winding roads within Pasadena's urban-wildland interface areas, and residents should make alternative parking plans before the restrictions take effect. Vehicles in restricted areas will be cited and towed. Additional fire patrols have been added to the city's Foothill areas, and the complete list of streets with restricted parking is available at CityOfPasadena.net/Fire/Red-Flag-Parking-Restrictions.

The city advised residents to prepare for potential power outages, as strong winds can damage power lines and bring down trees, and to secure or bring indoors outdoor furniture, construction materials associated with Eaton Fire rebuilding, and Halloween decorations that could be blown away by high winds. Pasadena Water and Power (PWP) reminded residents to use extreme caution around downed or dangling wires and poles, to always assume a downed or dangling wire is live, never to approach or touch one, and to call 9-1-1 immediately to report it. For power emergencies, residents can call PWP at (626) 744-4673; for water-related emergencies, (626) 744-4138. The latest outage information is available at PWPweb.com/OutageMap.

The city also encouraged residents to review their evacuation plans and make sure emergency kits are stocked, and to register for the Pasadena Local Emergency Alert System (PLEAS) to receive voice, email and/or text emergency notifications, as well as the County's Alert LA County mass notification system. Nixle is the primary notification system for the Pasadena Police Department; residents can register at Nixle.com or text their ZIP code to 888777 to opt in.

The city-level restrictions are part of fire-preparedness measures across Southern California during this week's Santa Ana wind event. The National Weather Service has issued Red Flag Warnings for much of Los Angeles County, and California has pre-positioned fire resources in Ventura, Orange, Los Angeles, and Santa Barbara counties, as reported by GSM earlier today.
