台湾警方破获贩售非法改造日本B-CAS卡集团：4人移送法办 受侵害内容市值估逾6亿元
台湾刑事警察局知识产权侦查大队10月13日表示，警方破获一个贩售非法改造日本B-CAS卡的集团，已将卫星广播器材业者等4名男子，依涉嫌违反著作权法、伪造文书等罪嫌，移送台中地方检察署侦办。
B-CAS卡是日本卫星广播电视的收视凭证卡。据刑事局表示，涉案业者以"所有BS频道免费收看、NHK画面不会出现浮水印"等说法招揽顾客，在网络上贩售自中国大陆进口的非法改造B-CAS卡，时间长达3年以上；该集团非法取得国内外6家广播电视业者的卫星讯号。根据权利人估算，受侵害内容的市场价值超过新台币6亿元。
侦查团队是在网络巡查中发现有人贩售非法改造卡，于是向负责发卡的日本B-CAS公司申请鉴定，确认该批卡片经过非法改造，其后通报日本内容海外流通促进机构（CODA）及中华民国卫星广播电视事业商业同业公会，两个机构受电视台委托提出告诉。今年6月，警方搜索位于台中市的涉案业者办公室，查扣电脑、改造B-CAS卡29张、卡片适配器及卫星接收器等证物。
Taiwan Police Bust Ring Selling Illegally Modified Japanese B-CAS Cards; Four Referred to Prosecutors, Infringed Content Valued Over NT$600 Million
Taiwan's Criminal Investigation Bureau (CIB) said on October 13 that police have busted a ring selling illegally modified Japanese B-CAS cards, referring four men, including a satellite broadcast equipment vendor, to the Taichung District Prosecutors Office on suspicion of violating the Copyright Act and forging documents.
B-CAS cards are the access cards used for Japanese satellite broadcasting. According to the CIB's Intellectual Property Rights Investigation Brigade, the vendor advertised that buyers could "watch all BS channels for free, with no watermark on the NHK screen", and had been selling modified B-CAS cards imported from mainland China over the internet for more than three years. The group illicitly obtained the satellite signals of six domestic and foreign broadcasters. Rights holders estimate the market value of the infringed content at more than NT$600 million.
Investigators discovered the illicit cards being sold online and asked Japan's B-CAS Co., the card issuer, to authenticate them; the cards were confirmed to have been illegally modified. Japan's Content Overseas Distribution Association (CODA) and Taiwan's Satellite Television Broadcasting Association were notified, and the two bodies filed complaints on behalf of the television stations.
In June this year, police raided the vendor's office in Taichung, seizing computers, 29 modified B-CAS cards, card adapters, satellite receivers and other evidence.
