D.C. Housing Providers Urge Council to Advance Court-Reform Bill as Rent-Case Backlogs Draw Fire
WASHINGTON — The Small Multifamily Owners Association (SMOA), which represents smaller multifamily housing providers in the District of Columbia, on Oct. 12 called on the D.C. Council's housing committee to complete its markup of the Housing Investment Protection Act (HIPA) by Nov. 30 and send the bill to the full Council for passage. In the District, rent disputes between landlords and tenants are handled by the courts, and long delays in those cases are the industry's central complaint.
SMOA head Dean Hunter said that under the current system, nonpayment cases can drag on for years, leaving small landlords unable to recover their units or rent, ultimately harming compliant tenants and the neighborhood housing supply. The association also criticized the Council's earlier RENTAL Act reforms, saying key provisions — such as a 45-day initial-review deadline for cases — were stripped in the housing committee, though some elements were later restored on the Council floor.
Housing committee chair Councilmember Robert White's side maintains that legislation affecting tenants' rights requires careful review and that procedural steps cannot be skipped. Tenant advocates likewise stress that any reform must preserve due process and access to legal help for renters.
The debate reflects a long-running tension in District housing policy: landlords say slow court processes discourage investment, while tenant groups warn that faster procedures could erode protections for vulnerable renters. Whether HIPA advances this session now depends on the committee's calendar. This report presents each side's statements and states the facts without taking a position.
